BIC-IRAP - the mission

Mobile internet is nowadays omnipresent, particularly in public, its use is however often inconvenient. Wireless-LAN networks require a separate registration, mobile phone tariffs often provide only limited data volume, inside buildings mobile networks frequently do not function or only in certain areas. Users are of course expecting better services but building operators often shy away from the extra costs and especially the complexity of offering a simple mobile-internet-access-network. The mission of BIC-IRAP is to find simple solutions to that problem. Simplicity in application often stands for a demanding technology – this is also the case in solving the aforementioned problem. All introduced approaches – each of which is already individually complex – serve one purpose: efficient and sustainable provision of mobile internet in buildings

Combination of the strengths of LTE and wireless LAN

BIC-IRAP uses the latest technologies, i.e. LTE and Wireless-LAN. By linking LTE and Wireless-LAN seamlessly their advantages can be combined – simple registration (LTE), high data rates (Wireless-LAN, LTE) at low costs (Wireless-LAN). This leads to stable and high-performance indoor data connection even in periods of high user-traffic and at the same time to dependable voice services for users.

Through the integration of Small- und Micro-Cells in the BIC-IRAP system the two radio technologies are to be available via a single, dynamically configurable hardware-installation.

Optimal usage of different radio spectra

BIC-IRAP uses all available frequency ranges. By the integrated usage of wireless LAN and LTE radio spectra the BIC-IRAP system will offer dynamic and demand-driven efficient voice and data connection, even during high, variable user-traffic

Thus, the principle of simplicity of use applies, too. How can this dynamism and flexibility succeed – largely unnoticed by users and network operators? For that we develop smart control processes which adapt the network largely autonomously and arrange the traffic flows within the network. In doing so, the control works on all time scales – real time, on hourly basis but also in the medium- and long-term.

For the construction, but also the medium- and long-term planning and dimensioning of every single installation, we need processes to predict the user-traffic in the course of a day and a week. On the basis of the determined data every single BIC-IRAP installation will be configured individually by using a self-developed planning tools that fits the building´s architecture and the expected user-traffic.

For the short-term control (hourly basis) we develop algorithms in order to dynamically activate and deactivate the BIC-IRAP access points. This ensures that for instance only the energy used for operating the present user requirements – and for maintaining the network – is consumed.

Further, in the field of real-time, a control mechanism is reasonable. With the application of Software Defined Networking (SDN), Network Function Virtualization (NFV) and intelligent traffic control on flow-basis the best possible network load is envisaged at all times. These processes are supposed to work both across all technologies and all industries and therefore represent a real challenge – thus terra incognita.

Access in indoor environment

BIC-IRAP offers the best possible “Quality-of-Experience”. For steady and efficient data as well as voice connection in buildings even under high traffic of moving users, BIC-IRAP will bring together different approaches of quality control, for the first time.

Quality monitoring is an important factor when using mobile internet. Accordingly, there are many different approaches for capturing the quality from the customer´s perspective – the so called “Quality-of-Experience” (QoE). The lack of scope for monitoring the whole system – from client to server and back – is a disadvantage of established methods. BIC-IRAP brings together QoE-monitoring on the mains side, Access-QoE-monitoring as well as app-based QoE-monitoring. Apart from monitoring, the results of the monitoring are also used for an optimized network control. In this way a simple and efficient network operation is possible.

One joint infrastructure –one contact person

BIC-IRAP offers ONE network from ONE single source. Through the combination of three “multi”-approaches (Wireless LAN+LTE, multi-operator and multi-band) BIC-IRAP facilitates an integrated, flexibly adaptable and virtualized network infrastructure which leads to low maintenance efforts. Thus, BIC-IRAP makes mobile internet access realizable for building owners and operators.

By establishing a new operator type it becomes even easier for building owners and operators – the Mobile Internet Service Provider (MISP). This provider acts as a contracting partner of the building operator and all mobile radio and internet operators. BIC-IRAP offers therefore the technical requirements for running a MISP. These include on one side the monitoring and provision of quality criteria (SLAs) but on the other side of course a suitable infrastructure for a virtualized multi-operator-mobile network.

Shopping centre

In shopping centres BIC-IRAP can demonstrate all its strengths. A high density and mobility of users are big challenges for mobile networks and wireless LAN-solutions. The consumer´s request for high availability of mobile internet can no longer be ignored. With BIC-IRAP consumers can rely on a high-performance network coverage in the whole building.

Town hall

Contact with citizens, meetings, press conferences – for authorities the supply of changing user streams with digital services becomes more and more important. BIC-IRAP ensures the easy supply of citizens and visitors with voice and data services. Further, BIC-IRAP builds an infrastructure element for the local availability of new e-government-services and allows for further digitalisation of administrative processes.


Planning and installing a BIC-IRAP-system needs a building-wide optimized radio channel and frequency planning. Once running, BIC-IRAP offers the opportunity to adjust the channels and transmitting power of the radio cells dynamically according to the requirements. Consequently, BIC-IRAP allows for the establishment of a low radiation yet efficient network infrastructure.

On this basis, hospitals can provide high-quality voice and data connection to their patients and visitors, link uncritical devices and implement monitoring-features for the hospital operation.

Office buildings

In public entrance areas of average and big office buildings external visitors and employees want an easy to use mobile internet. Checking emails, phone calls with business partners, but also private use during work breaks are typical requirements outside of a company network. In this case, BIC-IRAP can provide a simple and separated infrastructure beyond the company network. By the approach of BIC-IRAP this is also possible for smaller units, for which a supply via mobile radio at its present structure would be too complex and cost-intensive. Through the high-flexibility of BIC-IRAP its application is already scalable on small areas. By having MISP as a contractual partner this solution can be adapted quickly and flexibly to changing requirements.


For hotels BIC-IRAP offers the opportunity to cover many different kinds of application areas with an integrated radio network. By using BIC-IRAP both voice and data services can be provided for guests as well as congress participants. In addition, the service area can be connected digitally. BIC-IRAP paves the way for further digitalisation of service and operating processes. The multi-operator ability of BIC-IRAP enables hotels to offer the services of national Service Providers also to international guests.
